差別って何？
差別って何でしょう？
改めて問われるとなかなか説明しづらいものかもしれません。
差別とはある個人がどんな人間であるのかという判断ではなく、その個人が所属するグループがどんな集団なのかに基づいて個人を判断してしまうことです。
なんか小難しい説明ですね。
例えば、僕が日本以外のとある国で生まれたとしましょう。
体が大きくて、頭に一本ツノが生えています（もちろん架空の話です。）
僕自体はとても心穏やかな人間で人を傷つけるようなことはありません。
でも僕の生まれた国の人は乱暴な人間だと思われているので、僕も同じように乱暴な人間だと思われ、周りの人間が自分を遠ざけます。
例えば、これなんかはわかりやすい差別です。
本来の人間性を知りもしないで、
個人ではなく所属する集団への偏見をもとに
個人を不当に判断すること
これが差別というわけです。
ここで例にあげた差別は個人が別の人間に対して持つ偏見に対して、扱いを変えることをいうわけですが、このタイプの差別は差別をする側に問題があるということは容易であるかもしれません。
しかし、アメリカ社会を悩ます差別はこの個人が個人に向けるタイプの差別ではありません。
今回、深く理解をしてもらいたい差別は「制度的人種差別」です。
英語では「Systemic racism」とか「Institutional racism」と言います。
さぁ、これは一体どんな差別なのでしょう？
制度的人種差別って何？
制度的人種差別というのは社会システムに組み込まれた差別のことを言います。
例えば、1968年までアメリカでは「redlining」と言われる居住地域の区分けがされていました。
青で区切られた地域は住宅ローンを組むことができる地域＝お金を持っている地域とされ、逆に赤で区切られた地域は住宅ローンを組むことができないと判断された地域＝お金を持っていない地域と区分けされました。
この赤色で区分けされた地域には黒人やラテン系が大多数を占めており、この影響もあり、この地域に住む人たちは家をローンを組んで購入することができず、富を形成することが難しかったのです。
このシステムの問題は肌の色に基づいて、区分けをしたことと、制度の中に組み込んだことで差別が個人ではなく、組織によって先導されていることです。
一旦、差別をシステムに組み込んでしまうと、これをなくすことが非常に難しくなるからです。
事実、1968年にredliningは禁止されましたが、その影響は今も残っているようです。
今回はこのSystemic Racismについて、まずは理解をし、アメリカが抱える差別問題を知ることを目標としています。
問題解決の第一歩はまず知識を得ることから。
それでは今回は「制度的人種差別」について一緒に理解を深めていきましょう！
Discussion Topic
A lot of people in the United States have been in a rage since George Floyd was choked to death by a police officer, Derek Chauvin.
And now people in the U.S. and throughout the world are crying for justice for black Americans.
Racism is deeply rooted in this country and probably where you live as well, but to understand the type of racism seen in the United States, you have to understand something called “systemic racism”, also known as “institutional racism”.
Unlike the type of racism we expect to see in our daily life, like some people yelling at you in a derogatory way, systemic racism is embedded within everyday life as normal practice.
Take education, for example.
School is funded mostly by property tax and the tax collected in each community varies between communities.
It’s because a certain area is accommodated by Black Americans whereas wealthy areas are lived by white population.
The school in black community is not as well funded as the one in white community and so the disparity between communities has been the reality.
Now you might be thinking that it’s a good idea to move to a wealthier community so children of color can receive better education.
But even now, this housing segregation can be seen in the U.S. and the question is why?
Back in the 1930s, a residential area was divided into several areas by color.
So if it’s green, it’s a desirable area and the blue area is fairly good. And the red area is classified as the most risky for mortgage support.
And the area is predominantly accommodated by black Americans. This is called redlining.
Of course, such a horrible practice was banned by the Fair Housing Act of 1968.
But its effect still lingers, making it difficult, practically impossible, for black Americans to choose where to live and receive good education.
Now this is something Japanese people cannot really imagine because we don’t really have anything close to it.
That’s why we don’t really understand what Black Americans are going through when we hear “racism”.
People often see racism as individual racism but at another level, they are also suffering from systemic racism.
I’m no expert or anything in this field but as a person who’s been learning and teaching English for quite a while, I thought it would be a great idea to understand even just a small part of what American society is rather than to say discrimination is bad.
Gaining knowledge is the first step to wisdom, sharing it is the first step to humanity.
So let’s have a discussion and learn about what systemic racism is.
